The TRADUCTA programme statute

The Traducta programme was introduced by the supervisory board of the Cultural Endowment of Estonia in 2000 and carried the name of the scholarship programme Traducta until 2015. TRADUCTA is a benefit programme for translators of Estonian literature and foreign publishers.

Purpose of the Traducta programme

To support the translation of the works of Estonian authors (primarily fiction, but also history, folklore, essays etc.) into foreign languages and the publication of these works outside of Estonia.

Use of the benefits

The benefit for translator`s creative work is used for the development of translation creation process in the course of which a translation of fiction is created that is published outside of Estonia. In the case of a literary work, as an exception, translation of a fragment is supported (if the same fragment is published as part of the translation work, the translation thereof shall not be supported again).

Foreign publishers can use the benefit for publishing a work to publish Estonian literature abroad. The Traducta programme shall support only high quality translation works.

Application for the benefits

Both private and legal persons (a translator or a publisher) can apply for the benefit for translator`s creative work and the benefit for publishing a work.

The applications are reviewed four times a year.

The deadlines for submission of applications are 20 February, 20 May, 20 August and 20 November.

To apply for the benefit for translator`s creative work, an application in the appropriate form must be submitted to the Traducta committee of the Cultural Endowment of Estonia, to which the following must be annexed:

o volume of the work to be translated either in characters (in the case of prose), in words and lines (in the case of poetry);

o the agreement made between the foreign publisher and the holder of the copyright to the work to be translated;

o the agreement for publishing the work made between the translator and the foreign publisher;

o in the case of producing a dramatic work for the stage, a statement of reason of a foreign theatre or festival;

o translation fragment (up to 20 pages);

o curriculum vitae of and list of published translations by the translator;

o written consent of the author or the author`s representative for award of the benefit to the translator that submitted the application.

To apply for the fragment translation benefit, an application in the appropriate form must be submitted, to which the following must be annexed:

o   statement of reasons in free format why the benefit is applied for

o   translated fragment (up to 30 pages, 1,800 character spaces per one page)

o   copy of the original

o   curriculum vitae of and list of published translations by the translator.

To apply for the benefit for publishing a work, the Traducta committee of the Cultural Endowment of Estonia must be submitted an application in the appropriate form, to which the following must be annexed

o   volume of the work to be published either in characters (in the case of prose), in words and lines (in the case of poetry);

o   precise calculation of publishing expenses of the work;

o   the agreement made between a foreign publisher and the holder of the copyright to the work to be translated;

o   the agreement for publishing the work made between the translator and a foreign publisher;

o   the latest publisher`s catalogue on paper or digitally;

o   price quotation of a printing house.

The benefit for publishing a work shall not be used for paying for image processing, designer`s salary, taxes or delivery expenses.

The maximum sum of the benefit is 2000 euros.

Award of the benefits

Award of the benefits shall be decided by the expert committee (Traducta committee) appointed by the supervisory board of the Cultural Endowment of Estonia.

The resolutions of the committee shall be approved by the supervisory board of the Cultural Endowment of Estonia.

The Traducta programme shall be financed from the cross-disciplinary projects funds of the Cultural Endowment of Estonia.

The benefits for translator`s creative work and the benefit for publishing a work shall not be awarded if the translation or the work has been published before the deadline of submission of applications.

Agreements with beneficiaries

The Cultural Endowment of Estonia shall make an agreement with the beneficiary of the creative work benefit or the foreign publisher.

Among other terms and conditions, the agreement (except for in the case of the fragment translation benefit for the translator`s creative work) will specify the following obligations:

o   acknowledgement of the received Traducta programme translation benefit of the Cultural Endowment of Estonia (this book has been supported by the Estonian Cultural Endowment, Traducta programme / logo);

o   the Cultural Endowment of Estonia must be submitted the number of copies of the printed publication specified in the agreement.

The Cultural Endowment of Estonia reserves the right to distribute copies of the printed publication to professional organisations.

Conditions for payment of the benefits

The condition for the payment of the benefit for translator`s creative work is decided by the Traducta committee.

As a rule, the benefit for translator`s creative work shall be paid out as follows:

60% of the benefit is paid out after the publisher has accepted and approved the translation and 40% of the benefit is paid out after the work has been published and delivered to the office of the Cultural Endowment of Estonia.

As a rule, the benefit for publishing a work is paid out upon publication and delivery of the work to the office of the Cultural Endowment of Estonia.

The number of copies shall be specified in the agreement (3-10 pcs).

The committee reserves the right to make exceptions in the conditions for the payment of the benefits.
